CEFTA and non tariff barriers

Signing of the CEFTA 2006 is of exceptional importance for the whole region. The successful implementation of the Agreement by all parties that are signatories, would emphasize the readiness of the members to develop their economic and trade relations following principles of mutual cooperation. Also, it would be a solid sign for the political and economic maturity of its signatories leading to regional cooperation as a basic condition for the processes of European integration. This would at the same time mean increase in the competitiveness of the region as a whole. Advantages of CEFTA 2006 for the whole Region are: consolidation of 32 bilateral agreements into a unique multilateral agreement, diagonal accrual of product origin, implementation of rules of trade in accordance with the EU regulations, efficient dispute settlements, total trade liberalization on expiry of transition period (end of 2008/ end of 2010), maintenance of bilateral free trade agreements with other countries and elimination of technical barriers, quotas and export subsidies. The main obstacle for expansion of intra-regional trade is steel high level of non-tariff berries all over the CEFTA region. Elimination of non-tariff protection will be of great importance for future Regional development perspective. General CEFTA principles for regulating non-tariff barriers in intra-regional trade are: prime ministers to declare support for continued work on non-tariff barriers within the framework of New multilateral agreement; CEFTA 2006 to continue and intensify the work to identify and eliminate non-tariff barriers in the region; countries to consider appropriate procedures within CEFTA for identifying and eliminating non-tariff barriers in SEE; and procedures to be of high-level commitment and support and visibility.
