Čukur česma is one of few fountains from the 19th century that still exists in Belgrade. It, however, does not look like fountain known to our forefathers. In 1862 Turkish soldiers and Serbian policemen came into conflict near the fountain. Incident resulted in shelling of Serbian part of the town from the Turkish fortification at Kalemegdan. Ensued mediation of Great forces, which decided that Turkish civil population must leave Serbia. That was the outset of final departure of the Turks from Serbia that happened five years later. Well-off Belgrade tobacco retailer Vandjel Toma bequeathed certain sum of money for erecting of memorial to commemorate these events. Distinguished Serbian sculptor Simeon Roksandić made in 1927 plans and model of the memorial and offered it to the Belgrade municipality for construction. City departments had reprimands on the architectural design of the monument. Not changing his sculptural work Roksandić made certain alterations in accordance with demands of the Art Department of the Municipality. Solving of these artistic, administrative as well as financial problems lasted for four years. The memorial has been completed in 1931.
