Nova institucionalna rešenja regionalnog razvoja Srbije

Sažetak
Modeli privrednog rasta u proteklih šest decenija bazirani na dominaciji sektorskih prioriteta doprineli su produbljivanju regionalnih problema u Republici. Tranzicioni procesi samo su još više potencirali dubinu regionalnih nejednakosti, posebno njihovu demografsku, ekonomsku i socijalnu dimenziju. S obzirom da je regionalni razvoj, pre svega, strukturni problem dugoročnog karaktera, njegovo rešavanje zahteva sistemski pristup, samo u okviru konzistentnog programa ukupnih reformi. Pri tome, centralno mesto pripada donošenju osnovne regionalne institucionalne infrastrukture. Država je počela da se hvata u koštac sa ovim problemom donošenjem Strategije regionalnog razvoja Srbije januara 2007. godine, kojom je definisala novi institucionalni okvir regionalnog razvoja. Strategija na konzistentan i celovit način definiše osnovne razvojne prioritete regionalnog razvoja zemlje i načine njihovog ostvarivanja. Prvi institucionalni koraci su već napravljeni: nakon eksplicitne ustavne obaveze o ravnomernom regionalnom razvoju, pre svega, o razvoju nedovoljno razvijenih područja, formirano je novo Ministarstvo za ekonomiju i regionalni razvoj. Sledeći korak je donošenje zakona i njegova implementacija. Rad se sastoji od tri povezane celine. Nakon prikaza aktuelnih regionalnih problema, ekonomske i socijalne dimenzije nejednakosti i siromaštva, preko matrice strateških pravaca i ciljeva, težište je dato ključnim elementima novih institucionalnih rešenja regionalnog razvoja Srbije.
Abstract
Models of economic growth developed over the past six decades which are based on the dominance of sector priorities contributed to the deepening of regional problems in the Republic. Transitional processes only underscored further the depth of regional disparities, especially their demographic, economic, and social dimension. Given that regional development is in the first place a structural problem of a long term nature, its resolving requires a systemic approach, and that only within the framework of a consistent program of general reforms. Therefore the building up of basic regional institutional infrastructure is pivotal to achieving this. The government started to grapple with this problem in January 2007 when the Strategy for Regional Development of Serbia was adopted. The Strategy defines a new institutional framework for regional development. The Strategy in a consistent and thorough way defines fundamental development priority objectives of regional development of the country and the ways to attain them. The first steps towards institution-building have already been made: following the adoption of the Constitution according to which the balanced regional development is obliging, before all the development of underdeveloped areas, a new Ministry of Economy and Regional Development has been formed. The next step is to adopt pertinent legislation and to implement it efficiently. The paper consists of three interrelated parts. After presentation of current regional problems, economic and social dimensions of disparities and poverty, and a matrix of strategic directions and objectives, the focus of the paper is shifted to key elements of new institutional practices of regional development of Serbia.
