Sažetak

U radu se daje prikaz razvoja i najznačajnijih elemenata kineske i politike Evropske unije (EU) u oblasti životne sredine. U prvom delu rada se ukazuje na neke karakteristike stanja životne sredine u Narodnoj Republici Kini (Kina), strateški okvir i osnovne propise Kine u oblasti životne sredine. Posebno se ukazuje na elemente od značaja za razumevanje položaja Kine u savremenoj politici u oblasti klimatskih promena. U drugom delu rada se sagledavaju razvoj i osnovni elementi politike EU u oblasti životne sredine i klimatskih promena. Treći deo rada je posvećen međunarodno-pravnim aspektima savremene politike u oblasti životne sredine i statusu Kine, odnosno EU i drugih država u najznačajnijim međunarodnim ugovorima u oblasti životne sredine. Osnovni cilj rada je utvrđivanje sličnosti i razlika u politici Kine, odnosno EU u oblasti životne sredine i klimatskih promena. Kriterijumi komparacije uključuju nekoliko elemenata: procenu stanja životne sredi­ne i doprinos globalnim klimatskim promenama, istorijski razvoj politike i prava životne sredine, ciljeve, strukturu postojećih propisa u oblasti životne sredine, odnos prema međunarodnim obavezama, članstvo u međunarodnim ugovorima globalnog karaktera, itd. Razmatra se teza da su zajednički elementi politike Kine i EU u oblasti životne sredine primarno determinisani procesima na međunarodnom nivou, priznavanjem potrebe za rešavanjem globalnih problema životne sredine i članstvom u odgovarajućim međunarodnim ugovorima. U tom smislu, konstatuje se da postoje izvesni elementi koji se mogu smatrati zajedničkim za politiku Kine i EU u oblasti životne sredine, ali da su značajne razlike uslovljene specifičnostima društvenog i privrednog razvoja i ukupnog položaja u međunarodnoj zajednici.
