Političke, ekonomske i društvene determinante fiskalnog deficita

Poslednjih trideset godina na globalnom nivou dolazi do znatnog rasta deficita i javnog duga, odnosno postala je praksa da države troše više od onoga što prikupe. Takva praksa dovela je do krize javnog duga većine zemalja i uslovila neminovnost primene procesa fiskalne konsolidacije radi smanjenja državnih deficita i akumuliranog javnog duga, što je u velikoj meri uticalo na uslove života najvećeg dela stanovništva. Iako je reč o opštem trendu, postoje značajne razlike u načinu na koji države kreiraju deficite, kao i u pristupu rešavanju problema deficita. Strategije fiskalnog prilagođavanja ne variraju samo u vremenu, trajanju i intenzitetu, već se suštinski razlikuju u pogledu strukture prilagođavanja. Neke zemlje odlučuju da fiskalno prilagođavanje baziraju na prihodnoj strani budžeta, dok se druge opredeljuju za prekompoziciju državnih izdataka. Svetska finansijska kriza pokazala je da raste uloga države u ekonomiji, pa je od presudnog značaja da se spoznaju snage koje se kriju iza vladinih odluka iz oblasti ekonomske politike. Osnovni cilj rada jeste da se identifikuju faktori koji opredeljuju odluke izvršne vlasti o strukturi i karakteru budžeta (veličini fiskalnog deficita i nivou javnog duga) koji objašnjavaju zašto zemlje imaju različitu strukturu i nivo javnih prihoda i javnih izdataka i zašto tokom perioda fiskalnog prilagođavanja primenjuju različite strategije. Nastavak trenda rasta deficita i nivoa javnog duga zahteva jasno definisanje ekonomskih, političkih i društvenih faktora koji su ga uslovili.
