Sažetak

Britanski parlament, jedan od najstarijih predstavničkih organa koji neguje tradiciju i običaje parlamentarizma, predstavlja jošuvek inspiraciju za donošenje novihustava i uspostavljanje parlamentarnih sistema. Njegova kompozicija,u gotovo nepromenjenom obliku, očuvana je do danasu državi koja funkcioniše sa tzv. nepisanim ustavom i sa osobenim izvorima ustavnog prava (ius non scriptum). Bikameralna struktura Parlamenta, Dom lordova i Dom komuna, odražava tradiciju britanskog parlamentarizma, dok unutrašnja kompozicija parlamentarnih domova ukazuje na funkcionalne posebnosti koje se ogledaju u značajno smanjenom obimu tzv. komitetskog ili rada u odborima, a sve u korist javne rasprave u plenumu. S obzirom na to da savremena država postavlja nove i složenije zadatke pred izabrano predstavništvo građana, tradicionalni Britanski parlament sve teže može da odgovori ovim zahtevima. Otuda su tokom prošlog veka isticani brojni predlozi za modernizaciju parlamentarnih domova i njihovo efikasnije funkcionisanjeu parlamentarnom procesu. U ovom radu sagledani su efekti nedavnihustavnih reformi kojima su uvedeni novi principi u organizaciji i funkcionisanju parlamentarnih domova.
