Estonia is poor in natural resources but the authors stress the fact that the country has favorable agroclimatic conditions for the production of cereals (including rye), potato, vegetable, grasses and various forages for meat and milk production. In Estonia the arable land area varies and is effected by both the farmers' abilities to cultivate it and the Estonian agricultural products' market. However, over the past five years the arable land area has declined by 24%. In addition rye yield has decreased from 2700 kg/ha (1990) to 1819 kg/ha in 1995. Over the past centuries Estonian farmers have been producing rye achieving a high degree of self-sufficiency. The surpluses has been exported. In 1994 yield production was lowest and 60 thousand tons had to be imported annually over the period 1994-1996. At the same time, considerable state reserves had to be used to feed the population. The authors stress the fact that poor agricultural practices have provoked unfavorable social and economic effects. Estonia can feed its population. However, it is necessary that agriculture be subsidized and farmers stimulated to cultivate the land areas and achieve self-sufficiency in food production.
