Sažetak
Eskalacija etničkih konflikata po okončanju Hladnog rata, uticala je na rađanje ideje o primeni realističkog koncepata bezbednosne dileme na ovaj oblik konflikata. Autori realizma identifikuju kolaps centralne vlasti kao uslov koji omogućava primenu koncepta bezbednosne dileme na razumevanje etničkih konflikata. Stanje bez vrhovnog autoriteta u okviru jedne države uzrokuje bezbednosnu dilemu među etničkim grupama, koje moraju samostalno da se staraju o svojoj bezbednosti. Pionir u primeni koncepta bezbednosne dileme na razumevanje etničkih konflikata jeste Bari Posen. Njegov akademski rad iz 1993. godine ,,Bezbednosna dilema i etnički konflikti" predstavlja utemeljenje primene koncepta bezbednosne dileme na etničke konflikte. Cilj ovog rada jeste prikaz načina konceptualizacije bezbednosne dileme u primeni na etničke konflikte u realizmu. Ostvarivanje ovog cilja podrazumeva predstavljanje svih relevantnih teorijskih stanovišta autora realizma koji su primenili koncept bezbednosne dileme na razumevanje etničkih konflikata. Glavni parametar za analizu i kritiku predstavljenih teorijskih stanovišta jeste poimanje koncepta bezbednosne dileme u izvornom, međudržavnom, nivou primene.
Abstract
The escalation of ethnic conflicts after the end of the Cold War influenced the idea of applying the realistic concept of the security dilemma to this form of conflict. The authors of realism identify the collapse of the central authority as a condition that allows the implementation of the concept of the security dilemma in order to understand ethnic conflicts. A situation without a supreme authority within a state causes the security dilemma among ethnic groups, who must independently look after their own security. Pioneer in implementing the concept of security dilemma on understanding ethnic conflicts is Bari Posen. His academic work in 1993, "Security dilemma and ethnic conflicts", is the foundation for the implementation of the concept of the security dilemma on ethnic conflicts. The aim of this paper is to present a way of conceptualizing the security dilemma in the application of ethnic conflicts in realism. Realizing this goal involves the presentation of all relevant theoretical standpoints of the author of realism who have applied the concept of the security dilemma on understanding ethnic conflicts. The main parameter for analysis and critique of theoretical considerations is the conceptualization of the security dilemma in the original, interstate level of application.
