Sažetak
Pravo glasa predstavlja subjektivno javno pravo i pripada grupi osnovnih političkih prava. Ono se može posmatrati kao pravna i moralna kategorija. Ova dva aspekta nisu potpuno odvojiva i usko su povezana sa stepenom razvoja ustavne kulture u datom društvu. Otuda visok procenat izlaznosti birača ne mora biti isključivo posledica obaveznog glasanja i sankcija koje prate nepoštovanje ove obaveze. Niža izlaznost birača, takođe, može imati pozitivan uticaj na dinamiku odnosa pojedinac - vlast, ukoliko predstavlja konstruktivni izraz prema političkoj eliti i njenim ključnim odlukama.
