In the paper the author discusses the following issues: the meaning of the concept of reformability of an institutional system, the problem of reformability of the Communist regime, the Communism as a part of a boarder class of social orders, and the relevance of the Communist experience for the theory of social development. Regarding the topic listed above the author assumes that reformability of a system is the ability of strategically placed actors to prepare an implement reforms. Social reforms are intended, purposeful changes in some areas of the institutional structure. Limits to reformability are those institutional structures of organizational principles that cannot be fundamentally altered without a complete overhaul of the hole pattern of institutional design. Therefore, without a fairly elaborate theory of the Soviet-type state and of the elaboration of experiences in certain Post- Communist states the analysts are unable to indicate the kind and amount of internal modifications these systems can sustain.
