Sažetak
S obzirom na ulogu i značaj koji ima centralna banka, potrebno je obezbediti njenu nezavisnost. Vlada je često zainteresovana da mere njene politike uživaju široku popularnost, što može da bude u suprotnosti sa osnovnim ciljevima centralne banke (očuvanje cenovne stabilnosti). U toj situaciji centralna banka će odbraniti svoj kredibilitet ukoliko ima veliki stepen nezavisnosti koji joj omogućava da se odupre ovakvim pritiscima i da pokuša da smanji negativne posledice ovakvih zahteva. Iskustva zemalja koje su uspešno obavile proces tranzicije ukazuju da što je Banka bila nezavisnija u obavljanju svojih funkcija to su postignuti rezultati u oblasti makroekonomske stabilnosti bili bolji.
Abstract
Regarding its role and importance, Central Bank is necessary to provide for its autonomy. The Government if often interested that measures of its policy enjoy the widespread popularity, that could be confronted with basic goals of Central Bank ( the preservation of price stability). In such a situation, the Central Bank will defend its credibility as far as the level of its autonomy exists, which makes it possible to persist the pressures and to try minimizing negative consequences of such demands. The role and importance of the Central Bank autonomy is particularly crucial in the period of transition. Experiences of the countries which successfully underwent their transition periods indicate that the achieved results in the field of macroeconomic stability were higher up to the extent the banks were more autonomous.
