Micro, small and medium-sized enterprises (SMEs) play a central role in the European economy, as a major source of entrepreneurial skills, innovation and employment. SMEs frequently have difficulties in obtaining capital or credit, particularly in the early start-up phase. Therefore, support for SMEs is one of the European Commission's priorities for economic growth, job creation and economic and social cohesion. In a single market with no internal frontiers, it is essential that measures in favor of SMEs are based on a common definition to improve their consistency and effectiveness, and to limit distortions of competition. The EU support to SMEs is available in different forms, and the assistance schemes have been divided into four categories: Thematic funding opportunities, Structural funds, financial instruments and Support for the internationalization of SMEs. As SMEs traditionally depend on bank lending, the international standards created by Basel II, setting up rigorous risk and capital management requirements, are of immense importance for their financing. European banks are increasingly using credit rating models to underwrite loans to SMEs. It can be expected that the cost of loans to SMSe will depend on the relative position on the rating list and that banking sector will not be ready to take up the heavier burden of financing SMSe compared to large companies.
