Sažetak
Kao alternativni način pružanja usluga koje je tradicionalno obezbeđivao javni sektor, JPP je jedan od instrumenata tzv. novog javnog menadžmenta. Širok spektar modela JPP, posebno čisto ugovornih, onemogućava preciznije definisanje opšteg pojma, ali su u radu navedeni pokušaji u tom smislu uz prepoznavanje nedostataka i isticanje nužnih dopuna. Posebno je analiziran kompleks činilaca koji JPP određuje, odnosno niz elemenata koji čine njegovu suštinu. Navedeni su, nadalje, i brojni razlozi pro et contra JPP, a njihova analiza upućuje na zaključak da JPP ne treba bezuslovno prihvatiti kao jedini i dobrodošao način rešavanja infrastrukturnih problema, odnosno pružanja javnih usluga i da se planiranju i realizaciji ovakvih projekata mora pristupiti promišljeno, uz prethodne precizne analize potreba i ciljeva u javnom sektoru, ali i prednosti i nedostataka JPP u odnosu na tradicionalne načine. Konkurencija, eliminisanje korupcije, transparenstnost, fleksibilnost ugovora, samo su neki od zahteva koji omogućavaju uspeh JPP koji se ne meri samo profitom privatnog partnera, već ekonomičnošću, efikasnošću, boljim kvalitetom usluga, dodatom vrednosti, smanjenjem cena za krajnje korisnike i dr.
Abstract
As an alternative method of offering the services that were traditionally in domain of public sector, public-private partnership (PPP) appears as one of the instruments of, so called, new public management. A broad specter of PPP models, particularly those based on contracts, prevents theoreticians to define its general concept. In this paper, however, the author makes attempts in that direction pointing to the observed deficiencies of this new instrument, as well as to the methods of their overcoming. The focus of the author's analysis is a series of factors that determine PPP, that is a set of elements which constitute its essence. She further underlines numerous pro and contra reasons for PPP whose analysis leads us to conclude that PPP should not be unconditionally accepted as the only suitable way for resolving the infrastructural problems in offering public services. Therefore, the planning and realization of such projects should be approached and conducted in a comprehensive and rational way, after precise analyses of needs and goals of public sector, as well as of strengths and weaknesses of PPP in comparison to traditional methods of offering public services. Competition, elimination of corruption, transparency, flexibility of contracts are just some of the requirements that could guarantee the success of PPP which should not be measured only by the partners' profit, but also by the improved quality, efficacy and economy of services and by added value and decrease of costs for final users.
