Sažetak
S obzirom da je javni sektor u društvima u tranziciji, primer neuređenosti i neefikasnosti, najozbiljniji uslov za prijem kandidata u članstvo EU je reforma javnog sektora. Pod sve većim pritiskom, usmerenim na poboljšanje performansi i povećanje odgovornosti i transparentnosti, organizacije u javnom sektoru Srbije suočavaju se sa neophodnošću promene načina poslovanja. Ovaj rad se bavi analizom promena u javnom sektoru Autonomne Pokrajine Vojvodine (AP Vojvodine), iniciranih utvrđivanjem šireg opsega nadležnosti AP Vojvodine u okviru Zakona o utvrđivanju nadležnosti AP Vojvodine i Statuta AP Vojvodine, usvojenih krajem 2009. godine. U radu se razmatra proces implementacije promena i identifikuju relevantni principi promena u javnom sektoru, s obzirom na specifičnu kulturu organizacija iz ovog sektora. U fokusu razmatranja su principi promena, koji bi mogli olakšati i unaprediti institucionalizaciju promena u javnom sektoru AP Vojvodine, a samim tim doprineti uspešnom ostvarivanju novih nadležnosti.
Abstract
Given that public sectors in transitional societies are examples of inordinacy and inefficiency, the most serious condition for candidates reception for EU membership is the public sector reform. The public sector in Serbia entirely, has come under increasing pressure aimed to improve performance and demonstrate transparency and liability enlargement. This pressure has resulted that public sector organisations are up to necessity to innovate business manners and show up as changeable. This paper is analyzing changes in the public sector of the Autonomous Province of Vojvodina (AP Vojvodina), initiated by establishing a broader range of Vojvodina's jurisdiction in the Law on Competences Establishing, and the Statute of AP Vojvodina, adopted by the end of 2009. The main objectives are reviewing the process of implementing changes and highlighting change principles founded to be more relevant to public sector organizational cultures. Change principles analysis is focused on the principles, which might facilitate and enhance the institutionalization of changes in the public sector of Vojvodina, and thus contribute to the successful implementation in the new fields of jurisdiction.
