Sažetak
Uloga i mesto države i njenih organa i institucija prilikom finansiranja sistema odbrane karakteriše se u kompromisnom rešavanju sukoba: postići definisani cilj uz minimalna finansijska ulaganja. Uzrok takvog nesklada je pre svega u različitim mogućnostima rasta potreba koje zahteva odbrambena funkcija države i njenih ograničenih materijalnih i finansijskih mogućnosti. Međutim, vlada svake države obavezna je da, s jedne strane, razmatra ekonomsku situaciju zemlje, a s druge strane, da omogući stabilan sistem odbrane, efikasno koristeći ograničene resurse.
Abstract
The role and place of the state and its organs and institutions in the financing of the defense system is characterized by compromise conflict resolution: to achieve the defined goal with minimal financial investment. The cause of such a discrepancy is, above all, in the various possibilities of need growth required by the defense function of the state and its limited material and financial capabilities. However, the government of each state is obliged, on the one hand, to consider the economic situation of the country and, on the other hand, to provide a stable defense system, efficiently using limited resources.
