Tržište koje ide u nebo - kritičko sagledavanje ekonomskih aspekata regulacije 'atmosfere' II

Sažetak
Namerava li se prepoznati glavna konkluzija ovog rada, tada ona glasi na sledeći način: postojeća regulacija trgovine sa elementima atmosfere izaziva kritiku jer razvija problematičan pristup u odnosu na globalna/kosmopolitska dobra. Izražena je nužnost tretiranja elemenata atmosfere u svetlu tržišta i ni u jednom trenutku nije izražena sumnja da će tržišni mehanizmi igrati značajnu ulogu u međunarodnim aranžmanima. Ali, nameće se pitanje pozicioniranja tržišta u međunarodnom kontekstu staranja o zajedničkim dobrima. Tržište samo po sebi nije u mogućnosti da osigurava određene ekološke potrebe i da zaštiti zajednička dobra. Mogućnost privatizacije atmosfere je ograničena i ekološkim i etičkim kriterijumima. Privatizacija elemenata atmosfere pretenduje da zaštiti zajednička dobra, ali se dešava upravo suprotno. Postoji potreba zajedničke, koordinirane akcije na svetskom planu, uspostavljanje globalnog ekološkog autoriteta, i reinvencija ekološke koordinacije na osnovu ekoloških normi.
