Abstract
The concept of Regional Innovation Systems has evolved into a widely used analytical framework generating the empirical foundation for innovation policy in EU. This paper reviews and summarizes the most important ideas and arguments of the relevant literature on regional innovation systems to provide the basis for a critical examination and their implementation. In the transition economies the development of the region as a locus of innovation is essential for the restructuring and sustainable growth. The paper analyzes the factors such as national, sectoral, micro and regional that determine the emergence of regional innovation systems in Central and Eastern Europe which aren't a members of European Union.
