Perspectives of free-trade zones development

Abstract
The institution of free-trade zones plays a significant role in international industry and commerce. According to some estimations, there are around 1500 free-trade zones of different profile and size on the global level nowadays, with around 20% of total foreign in the world going through them. In the last three decades, economic policies of developing countries and countries in transition gave free-trade zones an important position in developing and changing of industrial production structure as well as in opening of national industry toward the global one. Economically developed western countries with the exception of the USA are not particularly interested in free- trade zones, while in EU countries the functions of free-trade zones were mainly reduced to concession in foreign in foreign trade. In accordance with the Law free-trade zones, 16 of the were established in FRY, facing numerous political, legal and economic problems and limitations. We think that the concept of export-oriented free-trade zones suits the current situation of industry in Serbia and Montenegro. In order to realize this concept, we need further liberalization of foreign-trade legislation together with legislation which regulates establishing and work of free-trade zones. Free-trade zones have sense and can be economically justified until the country reaches the level of industrial development which would enable it to join EU.
