Payment services, mandate-based direct debit
Udruženje banaka Srbije
Keywords: mandate-based direct debit; payment services; payment system; collection of receivables; clearing and settlement; up-front prepared restructuring plan
Abstract
Mandate-based direct debit is, as we saw above, a payment service which to a large extent ensures financial discipline on the market. Using this service a creditor is obliged to be more disciplined, serious and organized when taking care of his own receivables, given that each misconduct, negligence and non-accuracy in that respect leads to potential non-performance of those receivables. Upon maturity, the debtor is obliged to provide a sufficient amount of liquid funds to settle his liability, and each misconduct in this respect is immediately visible to the creditor who can use the mandate data to, relatively easy, quickly and efficiently, launch a procedure to collect the concerned receivables. Bearing in mind that the level of non-performing receivables at the financial market of Serbia has reached its peak, we believe that the instruments of financial discipline, like this one, will become increasingly important and that mandate-based direct debit will finally earn the place it has in most European Union countries, becoming widely recognized on the Serbian market as well.
