Sažetak
Rad prikazuje opšti model za strateško upravljanje poštanskom infrastrukturom i resursima, usmeren na razvoj skladišne usluge. Model je razvijen u skladu s karakteristikama JP 'Pošta Srbije'. Skup parametara razvijen je za potrebe analize eksternog i internog okruženja JP 'Pošta Srbije'. Za međusobno pozicioniranje poštanskih operatora među ostalim, odabranim evropskim poštama, koristi se metoda benčmarking, pri čemu se parametri određuju pomoću ajgen vrednosti i ajgen vektora. Analiza internog okruženja dodatno uključuje anketu i Delfi metodu za dobijanje vrednosti koeficijenata u modelu. S malim izmenama, model bi mogao biti primenjiv na sve poštanske operatore i logistička preduzeća koja planiraju da razviju skladišnu uslugu na logističkom tržištu.
Abstract
The paper presents a general model for the strategic management of postal infrastructure and resources, focused on development of warehousing service. The model was developed according to the characteristics of the public enterprise 'Pošte Srbije'. A set of indicators is developed for the purpose of analysis of external and internal environment of PE 'Post Serbia'. For positioning the focal postal enterprise among other, selected European posts, the benchmarking method is used, whereby indicators are determined by using eigenvalues and eigenvectors. Analysis of internal environment additionally includes survey and Delphi method to obtain the values of coefficients in the model. With small modifications, the model could be applicable to all postal operators and logistics companies which consider to develop warehouse service in logistics market.
