Starting out from a critical analysis of conceptions in the contemporary nonsocialist microeconomic theory, the authors discuss in this article the problems of externals in the contemporary economy. The research comprises problems of influence of positive and negative externals on the optimal combination of factors of production. Special attention has been given to problems of a general market balance modification model due to the impact of externals as well as to the needs and possibilities to regulate these externals by the society in the contemporary economy and society. The study deals particularly with concepts and the offered theoretical solutions for a system of public intervention that would neutralize the effect of externals, especially the negative ones. It became apparent that these solutions are theoretically acceptable but difficult to put in effect. All these and some other aspects of the problem point to the conclusion that the economic theory and practice still have to find adequate applicable methods by which the problem of externals can be solved. By their conclusions the authors warn that the solution of externals is not only a problem for the economic theory and practice but that solving comprises the solving of a whole series of social, ecological, health and ethical questions. These aspects, strictly speaking, do not belong to the field of economic theory, and have not been sufficiently explored so far.
