Mogućnosti saradnje u okviru mreže žena policajaca jugoistočne Evrope
Possibilities for cooperation within women police officer network of South East Europe

Sažetak
Asocijacija šefova policija Jugoistočne Evrope (Southeast Europe Police Chiefs Association - SEPCA) pokrenula je na svojoj generalnoj skupštini, krajem 2008. godine, inicijativu da se uspostavi regionalna mreža žena policajaca (Women Police Officers Network - WPON), čiji će ciljevi biti promovisanje i primena principa rodne ravnopravnosti i demokratičnosti u obavljanju policijskih poslova. Tokom 2009. i 2010. godine sprovedene su pripremne aktivnosti za uspostavljanje mreže, u okviru kojih je, između ostalog, realizovano i empirijsko istraživanje na uzorku od 3.897 ispitanika iz osam ministarstava unutrašnjih poslova (Hrvatska, BiH - Federacija, BiH - Republika Srpska, Crna Gora, Albanija, Makedonija, Bugarska i Srbija). Cilj istraživanja bio je da se utvrde aktuelni status i uloga žena u regionalnim policijskim službama, kao i prioritetne oblasti i oblici njihove buduće saradnje. Za korišćenje u pragmatične svrhe, rezultati istraživanja saopšteni su u formi izveštaja i predstavljaju polazište za planiranje aktivnosti Mreže, koja je formalno uspostavljena krajem novembra 2010. godine u Sarajevu. U ovom radu, uz odgovarajući komparativni pregled nekoliko aktivnih udruženja žena policajaca u svetu i dodatnu statističku analizu radi dostizanja višeg nivoa saznanja, prikazan je segment istraživanja koji se odnosi na prioritetne oblasti i oblike saradnje u okviru Mreže. Kao moguće oblasti saradnje, od strane ispitanika posebno su naglašeni obuka i obrazovanje, policijska praksa i kriterijumi selekcije, dok su među oblicima saradnje, analogno prethodnom, najčešće navođeni zajednički kursevi i seminari, razmena polaznica (i polaznika) na obuci i sl.
Abstract
The South East Police Chiefs Association (SEPCA) initiated the establishment of a regional women police officers' network (Women Police Officers Network - WPON) at its General Assembly at the end of 2008, the aims of the network being promotion and implementation of the principles of gender equality and democracy in policing. During 2009 and 2010, some preparatory actions to establish the network were taken, among which was the empirical research, conducted on 3 897 interviewees from eight police services (Croatia, BiH-Federation, BiH-Republika Srpska, Montenegro, Albania, Macedonia, Bulgaria and Serbia). The aim of the research was to determine the current status and role of women in the regional police services, as well as the priority areas and forms of their future cooperation. For the purpose of their pragmatic use, the research findings have been presented in the form of a report and represent the starting point for the planned activities of WPON, which was formally founded at the end of November 2010, in Sarajevo. Along with the relevant comparative overview of several active associations of women police officers in the world and additional statistical analysis to reach a higher level of knowledge, this paper shows a segment from the research referring to the priority areas and forms of cooperation within the WPON. The interviewees highlight training and education, policing practice and selection criteria as the possible areas of cooperation, and as the forms of cooperation, analogue to the previous, in most cases they list joint courses and seminars, the exchange of police officers (both women and men) for trainings, and so on.
