Sažetak
U radu se sagledavaju područja odbrambene delatnosti koja, uz već postojeće (policijska delatnost, delatnost privatnog sektora bezbednosti i dr.), može da bude predmet istraživanja bezbednosnog menadžmenta kao nove naučne discipline. Do ovih saznanja došlo se sagledavanjem strukture našeg sistema odbrane (sadržaja i načina povezivanja tog sadržaja u jednu celinu) i faktora koji ga uslovljavaju kao potrebu i realnost. Radom se prave i prvi koraci u sagledavanju istraživačkih problema u identifikovanim područjima, kao i najoptimalnijih metoda u njihovom istraživanju. Konačno, mogućnost i način istraživanja ovih problema ilustruje se saopštenjem osnovnih saznanja u jednom od ključnih područja bezbednosnog menadžmenta - u suprotstavljanju i borbi protiv terorizma, tj. saznanjima o ostvarivanju konkretnih delatnosti procesa bezbednosnog menadžmenta u protivterorističkoj operaciji, do kojih su autori ovog rada došli. Sve se ovo čini u nastojanju da se doprinese neophodno potrebnom, planskom, usmerenom i kompleksnom istraživanju bezbednosnog menadžmenta u odbrambenoj delatnosti, čiji bi rezultat bio začetak i razvoj teorijske misli nove vrste bezbednosnog menadžmenta - bezbednosnog menadžmenta u odbrani. Ova vrsta bezbednosnog menadžmenta istraživala bi rad rukovodilaca u sistemu odbrane, kojim se usmeravaju subjekti odbrane u izvršavanju njihovih obaveza i zadataka u oblasti bezbednosti značajnih za odbranu.
Abstract
The paper deals with defense activity areas which, in addition to already existing ones (police activity, private security sector activity, etc.) may be a research subject of the security management as a new scientific discipline. This findings have been achieved through a study of our defense system structure (the contents and the manner of incorporating such contents into a whole) and the factors that make it a need and a reality. This paper makes also the first steps in recognizing the research problems in the identified areas, as well as the most optimal methods in their research. Finally, the possibility and the manner of studying these problems are illustrated by stating the basic knowledge in one of the key areas of the security management - countering and combating the terrorism, i.e. the knowledge of the implementation of concrete activities of the security management process in an antiterrorist operation, which has been arrived at by the authors of this paper. All this has been done with an attempt to contribute to absolutely necessary, planned, directed and complex research of the security management in the defense activity, the result of which would be the conception and development of the theoretical thought of a new type of security management - the security management in defense. This type of the security management would study the work of leaders in the defense system, which directs defense entities in the execution of their duties and tasks within the security areas of relevance for the defense.
