Video surveillance system for automatic recognition of motor vehicle number plates

The Ministry of Interior (MoI) of the Republic of Serbia within its jurisdiction performs tasks related to traffic safety. These include: regulation and control of traffic, help to participants in traffic and supervision of road traffic in the Republic of Serbia. In order to increase the quality of tasks’ performance related to traffic safety which would increase the safety of traffic participants, the most advanced scientific-technical and technological achievements are applied. One of these achievements is the application of a video surveillance system for automatic recognition of licence plates of motor vehicles. The system implemented in Belgrade is described in this study, as it represens the first and unique solution of this kind in the Republic of Serbia. The system allows recording of three kinds of violations: passing through a red traffic light, exceeding the allowed speed limit of motor vehicles and unauthorized usage of the traffic lane reserved for public transportation vehicles (‘yellow lanes’). The process of Automatic Number Plate Recognition (ANPR) based on photos of license plates is provided using ANPR technology that basically involves the Optical Character Recognition (OCR). The Ministry of Interior of the Republic of Serbia has implemented the ANPR technology of the Italian firm INNOVIS OCR. The video surveillance system for the ANPR for motor vehicles that is implemented in Belgrade is integrated using Web services with the Unified Information System (UIS) MoI of the Republic of Serbia which ensures that the owner of the car is promptly determined and allows to perform checks on whether the vehicle is in any of the records of the MoI of the Republic of Serbia. The paper gives an example of the use of the ANPR system comprising 14 installed cameras. Each camera is responsible for only one of the three above mentioned types of traffic violations.
