Voluntary pension insurance as a method of solving the pension system crisis

Abstract
The authors of this article analyze the institute of voluntary pension insurance, as the most appropriate method of resolving the pension system crisis. Namely, for a long period of time the idea of mandatory public pension scheme seemed to be sufficient. However, after its falling into a crisis, the World Bank constructed a three-pillar pension model. The third pillar was designed as a voluntary private pension scheme. Created in such a way, the private organizations that govern these pension funds represent significant institutional investors in global market. Focus of the analysis is both on the current legal framework, as well as different legal systems approaches. At this point of time, in our country there are five private organizations that run seven voluntary pension funds with significant success. Throughout the paper, and especially in the concluding remarks, authors offer possible solutions in order to further improve the existing situation. This because the size of these funds in our country is insufficient. An increased popularization and education of the citizens would make these voluntary funds leading investors in the market. It is on the state to provide adequate measures in order to enable the complete development of this model. In this way, it would show its full potential in practice.
