Weighted projective plane of 16th order and totally symetrical (2,16-1): Multiquasi group

The paper introduces the notion of weighted projective plane which is generalization of a common projective plane and it is proved that the group Frobenius of order 34 effects projective plane R of order 16 as a group of colineation.By using these effects plane R can be constructed . a weighted projective plane R’ order 16 is equivalent to totally symetrical (2-16-1)-multiquasigroup.
