Investment climate for the development of public-private partnership
Sažetak
Jedan je od ključnih izazova menadžmenta savremenih država je zadovoljenje rastućih potreba za javnim investicijama. Tradicionalno su fundamentalni infrastrukturni projekti finansirani od strane javnog sektora uglavnom putem zaduživanja. Međutim, prevelika zaduženja javnog sektora i velike disproporcije između potreba za javnim investicijama i njihove raspoloživosti, podstakle su vlade na saradnju sa privatnim sektorom. Ovaj vid saradnje je naročito značajan za zemlje u razvoju. Međutim, realizacija partnerstva javnog i privatnog sektora nije nimalo jednostavan zadatak. U tom smislu, cilj rada je da utvrdi koji su to faktori koji determinišu investicionu klimu za razvoj javno-privatnog partnerstva. U radu je ukazano na značaj pravnog i institucionalnog okvira, kao i na moguće izvore finansiranja vitalnih infrastrukturnih projekata. Takođe je naglašen značaj daljeg razvoja javno-privatnog partnerstva zbog njegovog potencijala za ukupan privredni razvoj i unapređenje nacionalne konkurentnosti.
Abstract
One of the key challenges for the management of modern states is the fulfillment of the growing needs for public investments. Traditionally, fundamental infrastructure projects were financed by the public sector through borrowing. However, excessive debt of the public sector and huge disproportions between public investments needs and their availability, has actuated governments toward the cooperation with the private sector. This kind of cooperation is especially important for the developing countries. However, the realization of the partnership between public and private sectors is not an easy task. Therefore, the aim of the paper is to determine factors which shape investment climate for the development of a public-private partnership. The paper highlights the importance of legal and institutional framework, as well as the possible sources of financing vital infrastructure projects. Also, the paper stresses the significance of further development of public-private partnership due to its potential for the overall economic development and improving national competitiveness.
