Public perception of preparedness for biospheric disasters caused by epidemics: Implications for the risk management process
Sažetak
U radu je dat analitički prikaz međunarodne saradnje u oblasti smanjenja rizika od katastrofa i detaljno je analiziran pravni i institucionalni okvir sistema prevencije i smanjenja rizika od prirodnih i drugih katastrofa u Republici Srbiji. Na osnovu toga je formulisan predlog da se u taj sistem implementiraju institucionalna rešenja iz međunarodnih dokumenata, kao i iskustva, znanja i dobre prakse u ovoj oblasti stečene u svetu i regionu. S obzirom na odsustvo svestranog istraživanja ove problematike i uobličavanja teorijskih razmatranja, težišni deo istraživanja usmeren je na analitički prikaz međunarodne saradnje u oblasti smanjenja rizika od katastrofa, koja svim zemljama pruža jasne smernice i šanse za bolje upravljanje rizicima od katastrofa, kao i mogućnosti za dobijanje međunarodne pomoći. To se posebno čini značajnim gledano sa aspekta pridruživanja Republike Srbije i članstvo u EU, gde će se prilikom otvaranja pojedinih poglavlja u procesu pridruživanja insistirati na implementaciji i usklađivanju pravnog i institucionalnog okvira i iz oblasti sistema smanjenja rizika od katastrofa i upravljanja vanrednim situacijama.
Abstract
Paper provides an analytical presentation of the international cooperation in the field of disaster risk reduction and detailed analyses of the legal and institutional framework of the System for prevention and risks reduction of natural and man-made disasters of the Republic of Serbia and consequently, formulation of a proposal to implement the institutional solutions existing in international documents, as well as the experiences, knowledge and good practices in this field acquired in the region and the world. Given the lack of a comprehensive study of these issues and the shaping of theoretical considerations, the major part of the subject of the research is focused on an analytical presentation of international cooperation in the field of disaster risk reduction, which provides clear guidance and chances for all countries to better manage the risks of disasters, as well as opportunities for obtaining international assistance. This is particularly important in terms of the accession of the Republic of Serbia and EU membership, wherein the opening of certain chapters will involve insistence on the implementation and harmonization of the legal and institutional framework in the field of disaster risk reduction and emergency management systems.
