Breach of the public peace and order in the Novi Sad jurisdiction: Condition and characteristics

Abstract
Violations of the public order and peace are listed as punishable offenses or misdemeanors in most legal systems . The Law on Public Order and Peace, which entered into force on February 5, 2016, regulates public order and peace in a public place, identifies violations of public order and peace, as well as the procedure of collecting voluntary contribution. According to the new law, a number of new misdeme­anors have been introduced, while others have been abolished. Some misdemeanors are now punished more severely, and others have been subject to both formal and substantial changes. The main aim and intention of the legislator was to improve the situation in this area in a more systematic manner and based on previous experience. This paper will discuss some of the basic aspects of offenses against public order and peace, bearing in mind the new legislation. The paper will however focus on the analysis of the state of affairs in the Novi Sad Police Administration. The structure of the misdemeanors of public order and peace and other important characteristics in the Novi Sad Police Administration will be examined, based on the statistical data for 2012-2016. 2016 will have a specific treatment due to the changed legal regulation and the different structure of public order and peace misdemeanors.
