Sažetak
U svom radu, autorka se najpre osvrnula na to da je pitanje prevencije kriminaliteta neophodno sagledati u odnosu na prošli, kao i savremeni porast nivoa preventivnog mentaliteta kod ljudi, u jednom jasnom istorijskom kontekstu. Zatim, bitno je sagledati i shvatanja zločina, reda i bezbednosti, s tim što ova tri pojma čine ključ razvoja prevencije zločina i sigurnosti u društvenoj zajednici. Predstavljena su neka od starijih shvatanja prevencije kriminaliteta, od samih početaka u starom veku, pa sve do najnovijih kriminalno-političkih shvatanja, sve do teze da 'ništa ne uspeva'. Načinjen je i osvrt na pristup restorativne pravde i značaj primene restorativne pravde u zatvorima radi sprečavanja recidivizma.
Abstract
Exploring the concept of crime prevention, the author of this paper points out that this issue has to be observed in a clear historical context, taking into consideration the past as well as the present growth of general public acceptance of crime prevention. It is also highly important to take into account both former and current theories on crime, legal order and security given that these three concepts are the key elements for the development of crime prevention and security in a society. The author presents some of the former crime prevention theories, starting from those dating back to the Ancient Times all the way to the latest political and criminal law conceptions (including the 'nothing works' hypothesis). The author provides a historical overview of the approaches to restorative justice and points out to the significance of applying restorative justice in penitentiaries and correctional facilities for the purpose of preventing recidivism.
