Sažetak
Ima različitih načina putem kojih predsedavanje Evropskom unijom može uticati na njenu agendu, pregovaračke procese, te formiranje predloga, odnosno solucija za probleme koji su na dnevnom redu. Ti načini, odnosno sposobnosti predsedavajuće zemlje, koji su administrativne i političke prirode, omogućavaju joj više uticaja nego što ga ima kao 'obična' članica. Uzimajući slovenačko predsedavanje Evropskom unijom 2008. kao primer, ovaj rad obraća pažnju na preplitanje administrativne i političke dimenzije ove funkcije. U ovom konkretnom primeru smatramo da je Slovenija dosta dobro odradila svoj posao što se tiče same logistike predsedavanja. Isto tako je bila uspešna u pogledu ispunjavanja nekih prioriteta za vreme samog predsedavanja, naročito što se tiče Zapadnog Balkana. S druge strane, Slovenija je imala manje uspeha na planu političkog upravljanja, što se pokazalo kod procesa ratifikacije Lisabonskog sporazuma. U želji da se taj proces što pre završi, Slovenija je ispustila dobru priliku da za vreme svog mandata kao predsedavajuća zemlja ponudi širu perspektivu samog procesa ratifikacije i u tom pogledu stimuliše što više rasprava o Evropskoj uniji kao takvoj. U tom pogledu Slovenija je zakazala u preuzimanju uloge simboličko-emocionalnog lidera asocijacije - nije to jednostavna uloga, ali je za funkciju predsedavanja važna isto koliko i njena administrativna uloga.
