Održivost rasta i razvoja tokom tranzicije

Sažetak
Problem održivog razvoja dopunski se usložnjava tokom tranzicije. Donosioci odluka moraju u veoma ograničenom roku da izgrade novi institucionalni i društveni sistem, sprovedu masovnu privatizaciju, rehabilituju infrastrukturu, i rekonstruišu socijalnu sferu, i paralelno ostvaruju neophodnu ravnotežu između ključnih dimenzija socijalno odgovornog i ekološki održivog ekonomskog i društvenog razvoja. Da bi se dobro upravljalo ovim veoma složnim procesom mora se stalno pratiti i ocenjivati uspešnost realizacije osnovnog skupa neophodnih institucionalnih reformi i strukturnih promena, koristeći, između ostalog, raspoložive pokazatelje institucionalnog razvoja. Pored toga, neophodno je pratiti dejstvo koje reforme, politička i ekonomska transformacija imaju u široj socijalnoj sferi i u ekosistemu. Jedino tako će tranzicija ostvariti suštinske ciljeve ekonomske i socijalne transformacije uz očuvanje i dalje razvijanje nasleđenog nivoa ljudskog socijalnog, ekonomskog i prirodnog kapitala.
