Otpornost kritične infrastrukture - nacionalni pristupi u Sjedinjenim Američkim Državama, Ujedinjenom Kraljevstvu i Australiji

Sažetak
Sekuritizacija kritične infrastrukture kao značajnog faktora nacionalne bezbednosti samo je jedan od aspekata širih promena u bezbednosnom diskursu od kraja Hladnog rata. Koncept zaštite kritične infrastrukture, prvobitno usmeren na pretnju terorizma, menjao je i širio fokus, od usvajanja "pristupa zasnovanog na svim pretnjama", pa do usmerenja na primenu strategije otpornosti kritične infrastrukture u upravljanju strateškim bezbednosnim i operativnim rizicima. Izvori strateških rizika prepoznaju se, pre svega, u prirodnim hazardima indukovanim klimatskim promenama, te globalnim izazovima umrežavanja (pre svega u digitalnoj sferi) i međuzavisnosti kritičnih infrastruktura. U radu se analiziraju nacionalni pristupi primeni strategije otpornosti u upravljanju rizicima po kritičnu infrastrukturu u Sjedinjenim Američkim Državama, Ujedinjenom Kraljevstvu i Australiji. Rad analizira zvanična dokumentastrategije, regulatorna akta, kao i institucionalne izveštaje i studije o njihovoj primeni, u cilju rasvetljavanja pojma otpornosti kritične infrastrukture, kao i razlike u njegovoj operacionalizaciji u pomenutim državama.
