This paper contains the basic definitions and activities pertaining to the project management already accepted in the civil engineering practice, with a suggestion that such activities are broadened to entire civil engineering. As theoretically extremely stressed too, the project management has not been yet practically utilized as much as it should be. It seems it is difficult to accept a fact that the project management does not represent only experience professional feeling and intuition but modern business policy based on scientific aspects and scientifically-technological as well as cybernetic processes, which as basic characteristic of the project aspects: value, time and quality.
