The concept of social entrepreneurship and social enterprise: Lost in translation
Sažetak
Koncept socijalnog preduzetništva i socijalnih preduzeća naročito se razvio u poslednjih dva- deset godina, iako se pojedini elementi (modernog) koncepta javljaju u XVIII i XIX veku, sa razvojem industrijskog kapitalizma. Međutim, među naučnicima, nosiocima javnih politika i 'socijalnim preduzetnicima' još uvek se vodi živa debata o bitnim elementima ovog koncepta i njegovim implikacijama sa stanovišta javnih politika. Namera rada je da doprinese ovoj debati, nudeći kritičku analizu raznih škola mišljenja i implikacija koje one imaju na zakonodavnu i druge javne politike. U uvodnom delu rada definišu se pitanja koja su u radu obrađena. U drugom delu rada analiziraju se bitne karakteristike socijalnog preduzetništva i njihove implikacije sa stanovišta javne politike. U trećem delu rada analiziraju se bitne karakteristike socijalnih preduzeća i institucionalne forme u kojem ona deluju. U četvrtom delu rada analizira se politika Evropske unije na stvaranju podsticajnog okruženja za razvoj socijalnog preduzetništva.
Abstract
The concept of social entrepreneurship and social enterprise has gained in prominence in the last two decades, in particular, although the roots of the concept can be traced in XVIII and XIX century, with the development of the industrial capitalism. However, the major traits of the concept and the policy ramifications thereof are still subject to vigorous debate among the scholars, practitioners, and policy maker. The article purports to add some clarity to that debate by offering a critical analyses of the major schools of thought purporting to define the concept. Chapter I outlines issues to be dealt with in the article. Chapter II discusses two major schools of thought in defining social entrepreneurship and their policy ramifications. Chapter III deals with the major features of social enterprises and institutional forms in which they operate. Chapter IV details policy activities at the European Union level seeking to promote and strengthen social entrepreneurship.
