Visoko i(li) tercijarno obrazovanje - pitanje Međunarodne klasifikacije obrazovanja

Sažetak
U ovom radu govori se o nekim problemima međunarodne klasifikacije visokog obrazovanja, sa posebnim osvrtom na Međunarodnu klasifikaciju obrazovanja iz 1997., koju je usvojio UNESCO, koja umesto visokog obrazovanja, koristi izraz 'tercijarno obrazovanje', koje prema ovoj klasifikaciji ima tri nivoa. Uprkos prihvaćenosti od OECD-a (odakle je i krenula inicijativa za korišćenje ovog izraza, mada je nastao u SAD), UNESCO-a i drugih međunarodnih organizacija, pored klasifikacije iz 1997, sada su gotovo paralelno u upotrebi i druge klasifikacije koje polaze od toga da su tercijarno i visoko obrazovanje sinonimi, a pre svega podela na univerzitetsko i neuniverzitetsko obrazovanje.
Abstract
This paper is on some issues of international classification of high education with a special aspect on the International classification of education from 1997, recognized by the UNESCO and which instead of higher education uses the expression 'tertiary education', which according to this classification has three levels. Despite the acceptance of OECD (who initiated the use of this term, although it appeared first in the USA) UNESCO and other international organizations, apart from classification from 1997, today there are almost parallel in use other classifications which start from the point that tertiary and higher education are synonyms, and there is only distinction between university and non-university education.
