HACCP concept generalization in risky systems

Unsafe and unreliable activities and events are like mosquitoes. We can try to swat them one at a time, but there will always be others to take their place. The only effective remedy is to drain the swamps in which they breed. In the case of any type of nonconformities (error, mistake, flaw, failure, fault...), the "swamps" are the nonconformities of active (occur at the level of the front line operators, effects immediate, emphasizes negative public opinion and creates bad image of organization) or latent nature. The possible latent sources of nonconformities are: equipment designs that promote operator error; bad projects; bad communications; unreliable devices/equipment; improper installation of devices/equipment; low quality maintenance of devices/equipment; insufficiently trained staff; inexistence of technological discipline; bad management decisions; budgetary and commercial pressures; inadequate organizational structure; high workloads; missing barriers and safeguards; procedures that necessitate their violation in order to get job done … the list is potentially long but all of these latent nonconformities are, generally, detectable and correctable before a nonconformity occurs. We should apply hazard prevention concepts to prevent occurrences of such nonconformities. In the paper we are going to recommend well known HACCP (Hazard Analysis an Critical Control Points) concept. The original HACCP concept, which is science based and systematic, identifies specific hazards and measures for their control to ensure the safety of food throughout food chain from primary production to final consumption. HACCP concept is not only beneficial in the food chain, but his application can be generalized in all risky systems such as: healthcare sector, air transportation, railway transportation, banking sector… In these systems the emergence of nonconformity in critical control points during service delivery could have negative consequences for safety and health of people or to influence large financial losses. The considerable improvements of quality and safety of different types of services can be accomplished by the adoption of HACCP concepts in their delivery. The HACCP method records and describes all the measures for a systematic risk-conscious quality control during all phases/ steps of particular service delivery. This is the central concern which always has to be taken seriously at any service organization, so that health and other risks for the users can be prevented as far as possible. The first encouraging steps have been made in the application of basic HACCP principles in the risk-sensitive services execution in the healthcare sector and in the commercial banking sector.
