Sažetak
Na osnovu naučnih saznanja i do sada istraženih pojavnih oblika terorizma, stručnim pristupom problemu identifikovani su oblici terorističkog delovanja i sagledane mogućnosti zaštite subjekata Vojske Srbije od terorističkog delovanja. Predmet rada jesu oblici terorističkog delovanja, kao pojavni oblici terorizma, kao i dejstva i načini suprotstavljanja subjekata Vojske terorizmu. Autor ukazuje na to da normativna regulativa i iskustva iz domena zaštite Vojske od terorizma omogućavaju da se metode protivterorističkog delovanja subjekata mogu klasifikovati. Sprečiti teroriste da ugroze bezbednost Vojske jeste zadatak koji se najlakše može postići optimalnim protivterorističkim delovanjem svakog pojedinačno, odnosno svih njenih pripadnika. Procena ugroženosti bezbednosti Vojske treba da obuhvata: vrednosti Vojske koje se primarno štite od terorizma, zaštićenost primarnih i ostalih vrednosti Vojske od terorizma i potrebu razvijanja novih oblika zaštite, vrste posrednih i neposrednih delatnosti koje ugrožavaju bezbednost Vojske, kao i prostorne i vremenske uslove u kojima se odvija proces njene zaštite.
Abstract
Based on scientific knowledge and formerly explored forms of terrorism, through expert approach to the issue, this paper aims to identify forms of terrorist activity, and to assess the capabilities of the Army of Serbia's assets to provide protection against terrorist acts. The paper discusses forms of terrorist activity as the occurring forms of terrorism, and the actions and means of the Army's assets in combating terrorism. The author points out that regulations and experiences in the domain of the protection of the Army against terror allow for a categorization of the Army assets' anti-terror methods. To prevent terrorists to endanger the Army's security is to a great extent a mission that can be most easily accomplished through optimal antiterrorist activity of each individual and/or all Army members together. A conclusion may be drawn that an assessment of a threat posed to the Army security should encompass the Army's values that are primarily protected against terrorism; the level of protection of the Army's primary and other values against terrorism; and the need for new forms of protection to be developed; types of indirect and direct acts posing a threat to the Army's security; and spatial and time conditions in which the process of the Army's protection occurs.
