Sažetak
Neposredno nakon terorističkih napada na Svetski trgovinski centar 11. septembra 2001. godine, kritična infrastruktura je postala bitan i suštinski deo nacionalne bezbednosti, a njena zaštita postala je jedan od prioriteta svake države. SAD su najavile novi konceptualni pristup u upravljanju terorističkim pretnjama i u zaštiti ključnih resursa države. Takođe, Evropska unija je naglasila potrebu za drugačijim pristupom u identifikaciji i kontroli kritičnih kapaciteta kojima raspolaže. Uočljivi su i napori susednih država da na nacionalnom nivou definišu svoje kritične infrastrukturne sisteme i unaprede resurse u njihovoj zaštiti. Republika Srbija, suštinski zainteresovana za proces približavanja evropskim integracijama, opredelila se za nov pristup rešavanju problema terorizma. Pored harmonizacije normativno-pravnog aspekta suprostavljanja terorizmu, unapređenja obaveštajno-bezbednosnog sistema i reorganizacije integrisanog sistema zaštite i spasavanja, usvojen je niz zakonskih i podzakonskih akata kojima se država približava savremenim rešenjima u definisanju kritične infrastrukture i resursa u njenoj zaštiti.
Abstract
Immediately after the terrorist attacks on September 11th, 2001, the critical infrastructure became the main and essential part of the national security and its protection turned out to be one of the priorities in every country. The USA has announced a new conceptual approach to the management of terrorist threats and to the protection of essential resources of the country. The European Union has also stressed the need for a different approach in the identification and control of critical capacities at its disposal. The neighboring countries have made efforts to define their critical infrastructure systems and improve the resources for their protection on the national level. The Republic of Serbia, essentially interested in the process of European integrations, opted for a novel approach to the problem of terrorism. Besides harmonization of the normative-juridical aspect of combating terrorism, the promotion of the intelligence-security system, and the reorganization of the integrated system of protection and rescue, a series of legal and sub-legal acts have been adopted by which the state closely follows contemporary solutions in defining the critical infrastructure and resources to be used for its protection.
