Creation of a market of transferable permits for the purpose of the reduction of greenhouse gases in the Republic of Serbia

Abstract
During production and consumption of goods, economic entities emit gases into the atmosphere that create a greenhouse effect, which is harmful to the environment. The result is inefficiency, and for its elimination state intervention is a necessity. One of the ways in which a country can achieve the reduction of Greenhouse gasses emissions is through the introduction of a system of transferable permits. A disadvantage of this system is the difficulty to determine the optimal level at which the limit is set for the total amount of allowable emissions. However, within a level that is determined, it is possible to achieve efficient allocation of rights to pollute.
