For centuries, states have adopted special documents of war doctrine or defense doctrine, and military doctrine, the contents of which have advised the governmental and social subjects and forces how to organize, prepare for and engage in successful defense of vital values against the factors threatening their security. The presence of terrorist threat in the contemporary world reaching the level that endangers the survival of ruling regime and the territorial integrity of countries has resulted in some of them having adopted (and others intending to adopt) a document named 'Anti-Terror Doctrine', representing a comprehensive program of a state and a society of effective struggle against the actors of this brutal violence.
